What is INDEX?
INDEX is a suite of GIS planning tools that support digital charretting,
and use of indicators to measure the performance of communities
and their
plans. The software is used to benchmark existing conditions, create
alternative scenarios, evaluate alternatives, and monitor change
over
time. The suite of INDEX tools includes Paint
the Region and PlanBuilder.
What is its history of use?
INDEX was introduced in 1994 and has been distributed to over 150
organizations in 35 states. Approximately half of these users are
city and county planning departments, one-quarter are regional planning
agencies, and the balance is divided among federal and state agencies,
advocacy groups, and academic institutions.
What indicators does it use?
INDEX has over 80 indicators available for community application.
Their topical scope includes land-use, transportation, housing,
employment, infrastructure, and the natural environment. New indicators
are often designed in collaboration with local stakeholders.
What is its geographic scope?
Geographically, INDEX can be applied to single neighborhoods, entire
communities, and multi-jurisdiction regions. Its indicator measurements
can be calculated at either the parcel level or at a user-defined
area level, such as census blocks or traffic analysis zones.
What are its hardware requirements?
Minimum hardware requirements include a 1.2 GHz PC with 512 MB of
RAM, a 17-inch monitor capable of 800 x 600 resolution with 32-bit
color. Web versions require suitable servers or hosting services.
What are its software requirements?
INDEX PC tools are built as ArcMap extensions requiring ArcView
9.2, ArcEditor 9.2, or ArcInfo 9.2, Windows 2000/XP, and Office
2000 or greater. INDEX web tools require ArcIMS. Criterion is an
ESRI Business Partner.
What are its data requirements?
Data needs are determined by the scope and number of indicators
in a given customization. Typically this includes parcel-level GIS
coverages of land-use, housing, employment, transportation, infrastructure,
natural environment, and related community data. Data availability
is a key consideration in designing custom versions of INDEX to
insure its compatibility with local conditions.
What are its standard outputs?
INDEX results include indicator scores in numeric and spatial form;
comparative charting of multiple case results; and documentation
of all input parameters. Optionally, scenarios can be visualized
using 3-D modeling, photography, video, and drawings.
Can INDEX be linked to other models?
Yes, it can import and export data files to create linkages to other
models, e.g. fiscal impact, travel demand, stormwater runoff, etc.
What user skills are required?
INDEX is usable by anyone familiar with ESRI products and GIS modeling
generally. User organizations will need a model steward with advanced
GIS experience for certain installation and maintenance tasks.
Is training available?
Yes, a 1.5 day training session is an option for INDEX puchasers.
Is technical support available?
Yes, technical support is an option with INDEX purchases.
How does someone obtain INDEX?
INDEX tools can be purchased in standard or custom versions. Criterion also provides modeling services
in cases where analysis, but not software, is desired.
How much does it cost?
The standard version of PlanBuilder
is $1900 with options for training, tech support, and upgrades.
The cost of custom versions of INDEX will depend on the
type and scope of desired functionality, data availability, extent
of public participation in the process, and amount of work shared
between Criterion and local stakeholders. Modeling services are
provided at Criterion’s standard hourly rates.
